Mother's Visit Visa

I'm Canadian with stable income and Bank Balance. I twice applied my parents visit visa, but it was refused with regular reasons.
Recently my father passed away. I'm advised by some people that I should apply my mother's visit visa without informing that she is now widow.
In this way we can ensure her ties to the home country and chances will increase.

Now I'm in doubt that should I apply this way.
Please suggest me
