Hello I am a Canada Citizen married recently to an Indian citizen who is on a work visa. She been invited to apply PR under Canada experience class as of jan 2021. We both live together in canada.

I have been reading covid rules and its
Immediate family is...
"parent or step-parent (yours, your spouse’s or your common-law partner’s)"

My mother in law has a valid 10 year visa. My want her to visit in april and don't mind the quartineen hotel cost.

So even though my wife is not pr or citizen, my mother in law can come to canada as immediate family as I am a citizen ?

I have a marriage certificate and my canadian passport and my wife birth certificate as documents.

I have not gotten clear answers and need help :(

No, she is not classified as an immediate family member of a citizen / PR.

She would be classified as an immediate family member of someone in Canada with temporary status. Your mother in law needs to obtain permission to travel. See below.
