My mother (71) and my stepfather (76) are Canadian citizens (Ontario). I'm her adult son (47). She is old and person with disability and she need my help and she want their last days spend with me. Can she apply for me and my family (wife 44, daughter 9) to move in Canada, become permanent residents, work and take care about her and her's husband?
Any advice will help.

My occupation is B skilled level and I can proof my experience in trade but I can't find employer who will bother with job offer and obtaining LMO. Actually I have my own company in Croatia but that means nothing in Canada.
Since you want to end up in Ontario - your choice are the Ontario PNP program or the Federal Skilled Worker / Skilled Trades program. As you've discovered, this most likely means you would need to secure a permanent job offer in Canada first (which is certainly not easy to do as you've said).
I don't know much about the new Start Up Visa (for entrepreneurs) - maybe that will be worthwhile to look into?
I read about that but major problem is the funds. My company is small with low income. Something like family bussines and I'm far away from a rich man. Beside that I need to start from very begining (as a worker) because I must learn rules on construction site in Canada which is different then in Europe. In that case (again) only solution for me is job offer and LMO.

New moment. My mother have a recommendation letter from her doctor. In this letter her doctor recommend that my mother need her son and his family to move in Canada to take a care for her because her medical issues.
Is this letter change anything?
No. It will change nothing. If your mother had absolutely no relatives in Canada, you might stand a chance under the "lonely Canadian" rule, but this doesn't apply here. Nothing involving your mother will allow you to immigrate at this time. There is no legal mechanism to achieve it by.

Unfortunately this does not change anything. This case wouldn't even qualify under H & C, as CIC would simply tell your mother to relocate to the country where you live if it is so important for you and family to take care of her.

If it's really important for you and your family to move to Canada then you should be focusing all of your energy and investigations on qualifying to immigrate independently. There is no path to immigration through your mother.
