I have an open online visitor status extension application with CIC. Can I submit another application for a study permit request with CIC for my recently approved CAQ application from Quebec?
Careful not to confuse IRCC about your intention to stay in Canada. You can have multiple applications but you can't have multiple intentions otherwise IRCC will conclude that you wish to immigrate here.
To give you a short answer, if your study program starts during or after the extension window then you can apply. However, if you had spent 6 months in Canada already and going to extend that further, your study permit application will have lower chances of being approved.

Let me clarify. I am in Canada with PGWP. My plan to get SP was to extend my status since I am going to apply for PR but my documents are not ready. My PGWP will expire on Aug 4th. I choosed SP to extend my status. Since the CAQ application took longer than usual, I have applied to extend visitor visa last week. This application is under process. Yesterday I received my CAQ and I am wondering if I can submit another application for SP!
