Mom's Visitor Visa rejected 3 times

Hi there , i applied for my mom visa 3 times and its rejected 3 times.
first time REASON was relationship did not show properly.
Then 2 times financial reason even we had good record .
Now 4th time i want to apply by my own on my birthday .Please suggest me something so that i can make case strong .
I m on work permit from 7-8 months .

My mom is single mother and all property is on name of my brother.
also we deposited 7 lakh in my mom's account .
My mom don't have any travel history

3 year work permit and savings 20k

Finances is the major issue. On top of not having any international travel history she has no property in her name and her savings clearly did not come from her earnings and was deposited in one lump sum. She was denied for good reason.

Any solution ?

Not really. With time she personally build up her savings. You can very slowly supplement her income. Assume you will apply for PR. Once you get PR she can apply for a supervisa if you qualify.
