Mom overstayed visitor visa by mistake, Can Dad apply visitor visa for himself

Hi my mother have multiple entry visitor visa which she overstayed by 4 months on second visit. We thought she can stay for 6 months but it was only granted for 2 months, We applied for extention and received refusal letter stating she have to leave canada voluntry as she overstayed. We received refusal on Mar 10, 2017 and she left same day. Now I wonder Can I apply visitor visa for my dad? He came here before in 2010 and he was allowed to stay 6 months but he left after 51 days.

You can certainly try applying for a TRV for your dad. Hard to say if your mother's overstay will impact his application or not.
