Moderate Proficiency of IELTS for 2014 PR Applicant IS TRUE OR NOT?

Hello,

I read a report on internet somewhere that In March 2014 25 occupations listed which requires Moderate English Proficiency. But the quota is yet not disclosed. It means IELTS band score is reduced for FSW also.....Is this true or not? Anybody aware about this?

Not, why would you believe something on the internet, rather than what CIC posts on it's web site?
