I am working in classified organization that do not give work experience. However I can give proof of working in that organization, e,g. salary slips, account statement, appointment letter etc. I have 10 years of working experience in this organization. What to do in this case?
 
Submit your job offer letter which I believe will state
all your duties.
Payslips
Annual leave letters
Write a formal letter explaining the reason you can't get
the reference.
With all these you should be fine and go ahead and apply.
