Anyone knows what usually happens if one of required documents is missing in the application package?
I'm trying to obtain Notary from another country, but it will take a long time to obtain and to mail it here to Canada. If all my other documents are complete, should I submit the application without it, and add an explanation note saying it will be available later? Or should I wait for the document to be available before submitting my application? the document missing is not the most essential one, but it is required.

What is a PCC? Police Certificate? I will submit that at a later date, but there's something else missing as well. Certified Copy of some documents that's not in English need to be accompanied with translation.

Depends what it is. If your birth certificate is missing, your application will be returned.
You can get it translated here, if you use a certified translater from one of the provincial associations, then you don't need the affidavit. Will cost more, but be a lot faster...
