I was previously married, and my spouse has since passed. I have never been able to get the death certificate as the process is not simple, and was in jamaica. I have tried on 3 occasions. Currently remarried, in process of outland app. I did write an explanation of why I dont have it. Do you think this will cause a delay or return of application?

I would expect issues. Without the certificate, there is no way to show that you were no longer married to that person and therefore legally able to marry your current partner.
