The message was "You have not submitted two identification documents for the child"
However, I submitted two - the data page of his travel document, and front and back of his PR card.
I've seen some posts here about issues like this but it's inconclusive. Some people said PR card cannot be used for minors and some said the opposite.
So what is the issue here? I have other things I could send instead of PR card like Alberta ID and health card. But I'm just wondering why the application was returned, even when I attached 2 IDs

It most likely is because they didn't accept the PR card - but honestly, does it matter? Provide MORE identification than the minimum, just in case, because you have it and just want to get it done.
If I recall correctly, they don't accept PR cards as proof of identification for citizenship applications.
For our minor child, we used an admissions record from the school. it has a photo of the child, names of parents and address. At least the PDSB has something like this. Must be similar options in other school boards. Minors' health cards in ON don't have photos.
