minor visiting canada

Hello ! my brother (15 years old) wants to come visit me in Canada and tour around the city for 2 weeks. I am applying online for his visa but there is a form " Custodianship Declaration", here it says it needs a legal guardian. I thought i could be a legal guardian, but I can not because I am not a canadian citizen or permanent resident ( I have a student permit). How do children coming to Canada to study for the summer get a legal guardian in Canada? Do you have any advice? Please help me.

I guess your selections were incorrect when you used the online tool.

Maybe this could help so that you do not get the 'Custodianship Declaration' i.e. IMM5646 in the document checklist:
