No, you cannot.

Applicants over 14 years of age but under 18 years of age:
The application must be signed by the applicant
and one of the applicant’s parents or legal guardian.
Are your parents PR or citizens? You're currently 14 and want to come back to Canada - and your parents are supporting this decision (or not)? Provide a bit more information and we might be able to help further.
Oh I see, you're the dad, and you want to live in India while keeping your kids PR active. You've already been given tons of information on the subject.
Although young adults may have been able to easily get a PRTD because they were being removed as minor we have seen many more refusals. Given that your children never developed any connection to Canada it shouldn’t be a surprise if they are denied. Only fair for other international students and Canadian students whose families have paid taxes to receive subsidized secondary school.
I just want to take advise which is better option. 1. Applying for travel document at age of 14 or near 18 . Case- Minor or holder left Canada bcoz of parents decisions.

They won’t qualify for sure at 14 because they can’t return to Canada on there own. There are no guarantees that they will be approved at 18 because they never established any connection to Canada so never suffered any consequences for leaving.
