this doesn't really mean that existing FSW1 applications will get priority or anything. I think the plan is let them get processed really slow and discard after 2 years or so.

I can say with some degree of certainty that they will not finalise the remaining 110,000 Feb2008-July2012 applications in just 6 months.
However, they can certainly reduce it significantly during that time.

Oh come'n, do not speculate, MI - 1 in some visa offices almost done, im pretty sure its just few left or 5% left who havent received yet their MR.
and most probably by early 2013 all MI - 1 in all visa office will get done.. as CIC has timeframe 2yrs for MI-1
If you try to look @ some specific visa office forum, u will come to know that those May 2010 or June 2010 is left waiting for MR and its just few of them..
Note: I could not speak about to MI - 2 or MI - 3 'cause I dont have info, though I believe they're on priority basis...

I don't really trust Minister Kenny wants to clear the backlog by processing the existing inventory.No, the plan to pause the new applications is to reform the immigration system and not to process backloggers. They are basically following US policy now except now cic took one step further I think by having stricter rules.
Look at the link and read it carefully the 'heavy lifting' is to change the immigration policy and to bring skilled workers with arranged employment such as PNP and FSW2 quickly. FSW1 in my humble opinion will NOT be the priority in next 17 months or so. People who are done with MR are lucky and people who will get MR in coming year would be lucky because I do not believe the FSW1 is going to stay.
No job offer = No Canadian immigration (for skilled worker class)
Imagine even after processing has become so much faster (so we are told) why are the processing times on the site getting longer for FSW applications ! I have seen all visa office processing times have gone at least few months further !

May be you are 99.9% saying it with logic and I think you know the stuff because MI-1 says which is also called the C50 immigration bill "The applicants will get their refunds if their cases are not decided in 2 years", that's why the leftovers are getting the wait letters, people say there is no more visa quota which is a wrong statement because the visa is stamped after the MR's and other stuff which takes another good 8 months. I hope I am wrong because I have the wait letter too.

Can you share any official link or source where it says : if a case is not decided in 2 years the applicants will get there refund ! That's absurd, if there processing times are 28 months how do you get result in 2 years ! I thought of it as an un-told truth but never knew CIC is mean enough to mention it !
