Dear friends,
I have a question. When a PR sponsors his/her common-law partner with THREE dependent children does he/she need to meet the minimum necessary income R133(1)(j) or the exception at 133(4)(b) applies to him/her?

It still needs to be completed, as CIC wants to know how the applicant can be supported without welfare.

No, there is no minimum income to sponsor a dependent child. However, you should show your income anyway in order for immigration to know that you are not going to end up on welfare.
