Minimum Income requirement confusion

My friend got acceptance letter and asked to apply within 90 days. He is confused with minimum income requirement as they have asked for 2014, 2015 & 2016. He is not meeting Min Income requirement for 2014 as he just got married and his wife was non-resident in Canada who joined in 2015. Will CIC still count as husband + wife + sponsor parent (3 people) for 2014 ? Does he need to meet minimum requirement for 3 family members ?

Yes, he needs to meet the income requirement for 3 people each year. Without the 2014 income, he doesn't qualify and should not submit an app.

Also, tell your friend that he should have figured this out before taking a spot from someone who did actually qualify...

As explained above - you don't qualify.

Your wife may have landed and become a PR in 2015 - but you still have to include your wife in the family member count for 2014 and you also cannot use her non-Canadian income to help you meet LICO.

No point submitting the parent sponsorship application. It's guaranteed to be refused.
