What is the minimum educational qualification to apply under “Computer Network Technicians – 2281”?
I have 08+ years of work experience, one Year Diploma. Can I apply under above category with this one year diploma?

Yes, you can.
The only requirement for FSWP is that you have at least one year of working experience in NOC2281.

Yes, it's possible.
If an organisation authorised by CIC recognizes your degree as an equivalent to Canadian one-year diploma and you provide CIC with this ECA report.
