The last round of invitation has a lowest CRS score of 453. I have checked the last 27 rounds of invitations and the minimum CRS score required so far is 450. Does this mean that a candidate with a CRS score of less than 400 or 350 never has a chance to get an invitation?

No, we cannot say never, but logically, the chances are very very less considering the fact that there are many people entering the pool on a daily basis.

1. Is there an option where folks with less CRS score(300-350) can make use of PNP and increase their chances of getting the PR?
2. Does CIC handpick the candidates eligible for PNP and notifies? Or the candidate themselves can pick a province and apply for PNP when they are in the FSW EE pool?
