i got admission in georgian college but my friend is studying in humber college north campus can i migrate or change my college after reaching there

Yes, as long as the study programme/course, which you wish to pursue in the new college (Humber, in your case) meets these 2 criteria:

1. That study programme/course, is of same duration and credential level. For example if you have initially taken admission to a PG level cert. course of 1 year (3 SEM)... then you can change it to any other study programme/course..in any other field.. in any college across Canada (except for Quebec).... but it has to be a PG level cert course of 1 year (3 SEM).

2. Seats 're available in that study programme/course.

OF COURSE YES! YOU ARE TAKING ADMISSION IN A NEW COLLEGE... OF COURSE YOU WILL HAVE TO PAY ALL THE APPLICATION, ADMISSION, TUITION AND OTHER REQUIRED FEES.... AND REGARDING YOUR PAYMENT TO THE PREVIOUS COLLEGE..I.E GEORGIAN COLLEGE..YOU WILL NEED TO TALK TO THEM AS TO HOW MUCH (AND THEY SHOULD) THEY WILL REFUND YOUR 1ST SEM FEES (IF YOU 'VE PAID)/ OTHER FEES PAID...

Depends on the college. You need to talk to them. Usually, on cancellation... they deduct a certain amount (as cancellation fees) and refund rest of the amount paid.
