Hi All,
I am going to submit my PR application end of this month under the CEC category. I will provide a letter of intent to reside outside the province of Quebec as currently, I'm residing in Quebec. I'm holding Quebec selection (CSQ) as well. My question is, should I mention regarding CSQ in my intention letter?
 
I wouldn´t recommend applying under CEC once you have a CSQ, it makes no sense. If you apply for PR with CSQ under Quebec route, it will take much much longer but your PR is pretty much guaranteed.
If you still plan to apply under CEC, the only way you could convince an officer of your intention to live outside Quebec would be by giving up your CSQ, but once you do that you´re pretty much giving up a good chance of becoming PR.

They will know you have CSQ.

You will really struggle to be approved under CEC with an approved CSQ and living in Quebec. This demonstrates the opposite of what you will be saying in your letter. If you want to move ahead with your CEC application, move to a different province now.

Currently, I am working remotely here and I could show a temporary address in Ottawa. I'm not sure it will work or not. :(
