Medicals for work permit

Hi all,
I am a graduate student in Canada. My wife applied for SOWP on 29-March-2016, paper based, at VFS Chennai. She got request for medicals on 26-May-2016 along with IMM1017 form.

I will be grateful if any one answer my following questions

1. What is the chance for getting an open work permit???(Does requesting for medicals gives a better chance of getting visa,I mean inspite of rejecting officer requested for medicals ,is that a positive sign?)
2. If yes, how long it takes

I am not expert but to me it gives positive note.
I have seen my friend's application got rejected last year and she didn't got any ask for medical.
