I’m a PR of Canada, my dad who lives out of Canada had a brain stroke a year back.
I’m looking to fly him to Canada seeking a professional medical treatment and therapy.
Is the a special express visa that I can sponsor him, or we should apply normal vist visa?

Ordinary visit visa. There is no special visa for medical treatments.
Seems obvious but after a stroke assume is cleared to fly by doctor and airline. Travel insurance of course might be difficult if not impossible but guess you have all this in hand
I'm not sure what kind of care you are seeking in Canada but rehab hospitals are usually full and Canadian patients will have priority. There is no much you can do for a stroke patient but rehab. It will be very hard to get care and very expensive. I would consider staying in India and looking at your options there.
