We have applied for Quebec Skilled Workers program and have submitted our medical in Aug 2012 and fees upto right for permanent residency fees (RPRF) -Jun 18, 2013. How long can we expect for our approval.
We have not been asked for passports yet. Do we need to send it upfront or wait for directions.

Just wait for further directions, don't send the passports until they request it.
It is very likely that they will instruct you later to redo your medical tests and then send the passports as CIC assumes 1 year validity for the medical tests, which - also corresponds to the visa duration (i.e. visa expires on the date the medical expires).
You don't have to worry, just be patient.
