You can do a medical in any country. If you are required to do TB testing and change locations make sure you get a copy of your first chest X-ray so it can be compared to your 2nd x-ray. When applying for a study permit it is important to show ties to your home country with proof that you will return home after your studies so applying from a 3rd country can make getting approved for a study permit more difficult.
