In my opinion here it would depend. We did do the medical upfront and sent the eMedical form we were given to the CIC with our package. They have yet to acknowledge it. They do have a 1 year life. At that point, the CIC has the option to request a redo of the medical, a partial medical (usually an xray), or to accept the old medical. This seems to depend on whether or not the applicant is from an "at risk" region and the officer's opinion.
We did ours upfront as well, but we waited until just before we knew we were ready to apply. It was about 12,000 UAH / $700 CAD for the medical for my wife and daughter so we wanted to ensure we got the maximum lifespan out of the medical.
When I was able to access ECAS it was there on the PA side.
Totally up to you if you wait. If you don't, they may accept the medical sooner and not ask for it later. As a Canadian you do not have to do the medical.
We are going through Kyiv VO, which is 10 months average right now. In my opinion whatever you can get completed before CIC asks for it, you should do. It will prevent delays in the long run.
I'm Canadian too, I didn't need to do any medical tests. If that was your question.
I would do it ahead of time if possible.. It just avoids any unnecessary delays later when they have to request it..
Also, not sure how it is in Lebanon, but here in Guatemala there are only 4 or 5 doctors in the entire country that are approved by CIC to do these tests. Depending how busy they are, it can take a while to get an appointment. Most of them are in the big cities so if you live further away, it means traveling some distance to get to them.
