I know the application was changed as of February 2017 and you no longer need an upfront medical with the sponsorship application, but what if someone wants to submit a medical with their application? Will CIC accept it? Is this just a procedural change or part of some larger policy?
The applicant is in Canada for a short time and would prefer to see her husband's family physician here in Canada (who happens to approved panel physician) rather than travel 3 hours to closest physician back in her home country when it is requested down the road. Will CIC accept it?

As mentioned above, it's not possible to get an upfront medical because you need to bring the medical request form with you, which is only issued at the time of the medical request. CIC still accepts upfront medicals, if you were somehow able to get one, but the issue is that the panel physicians will not permit you to have one without the request form.

They have to be aware, because they are the ones enforcing it. Previously, you could walk in and get a medical done with no application info on hand whatsoever. Now, they won't do it unless you have the request form.
