I would like to sponsor my wife who is a permanent resident in USA. She is with me here right now here in Canada since she can stay here 6months. Do I apply for INLAND or OUTLAND?
The choice is yours, but Outland will be substantially faster.
What country is your wife from? How long has she had her U.S. Green Card?
It's possible that her application would be processed at the Ottawa Visa Office, which has been pretty quick lately.
The only advantage to submitting an Inland application, is the Open Work Permit that she would be eligible for, but it takes ~4-5 months to receive.
Some Outland applicants have completed the entire process in that same time frame.
Also, it's important for her to know that while it's possible to maintain both a Green Card and Permanent Resident status, the math is a little tricky.
Then she may have her Outland application sent to Ottawa, just like most Americans. If that happens (you'll have no way of knowing, until it happens) she should complete the process pretty fast.
No idea. It all depends on how solid the application is and whether or not the officer believes that the marriage is genuine. If she applies Outland and is called for an interview, it would be outside of Canada (whichever office is processing her application).
If she applies Inland and is called for an interview, it would be at her/your nearest CIC office.
If you have solid evidence that your marriage is real, Outland is the best option, IMO.
