May I apply without tuition fee payment.

I have received offer of admission from Seneca College for Sep 2016 term (one yr grad cer program), the fee deadline is 15 June 2016. May I apply without paying first semester tuition fee. I think this is allowed by CHC Islamabad, However, the offer has this wordings:
Important next steps:
1. Pay your tuition fee by due date
2. Apply for study permit
3. Apply for on campus housing or off campus assistance

No you have to pay the tuition fees at least for the first semester. without paying you wont't be able to hold your seat amd your acceptance is not confirmed even if you are accepted
