Eligibility & background verification completed: 7June 2023 but my IRCC profile shows that eligibility & BGS is under process.
Can anyone suggest me what to do in this condition?
Can I raise a webform to IRCC?
And how to identify my Visa Office?
Apparently after all the stages are passed, your file moves from IRCC immigration agent to visa officer who rechecks all recommendations of the agent and approves your file.
There are many people in a similar situation and there is nothing you can do.

Call IRCC and ask if they've sent you a PPR or RFV. If they've sent and you haven't received, ask them to resend it. If they say wait, then you'll have to wait.
Any webforms won't get answered unless you are past the average processing time (7 months right now).
Just for clarification, by IRCC profile - you mean't GCKey, right?

Yes, you can call IRCC from outside of Canada. There are a bunch of threads on the forum that show how to do so. I don't have any thread handy, so unable to share right now, but I'm confident you'll find plenty of them here.
