I have a master degree in criminology and want to get business administration diploma in Canada, will the visa officer give me study permit or not? Also I want my family to follow me, should I apply the same time with them or wait till I have my study permit? Please advise

Your planned course of study doesn't make sense. A diploma is a much lower level of study than a master's. If you go for a simple diploma, you should expect your study permit to be refused.
You should plan to take at least a post graduate diploma, if not another master's.
Yes, your family can apply for a visa to accompany you. Approval of their visas is not guaranteed. You can apply either at the same time or later.
