MAsters program after completing MBA from UK.

hi.....apart from my recent post I have another concern regarding study in Canada. I have previously studied MBA in London ( 2015 passed out). Now I want to study another masters in the same field but in a different specialization. Most of the consultancies have told me that after studying masters it is not possible to study another masters in Canada. They said that the visa will be rejected as there is no progression in the education.

is it true? Will my Canada study visa be rejected ( I have been rejected F1 visa for usa recently)?
