I have done my Masters from the USA and i also cleared my TOEFL test. I submitted my paper before 26th June 2010 so do i need to take an IELTS exam ?

You have to submit either a written explanation of your English and how you use it or IELTs.

thanks for your reply. so Do you mean written explanation which contains "I have done MS from US University and cleared the TOEFL examination ...blah blah.." and when should i submit this explanation along with the documents to VO ?

No, you written outline must cover the points in the Canadian Benchmark for languages. See: http://www.cic.gc.ca/english/resources/manuals/op/op06-eng.pdf starting at 12.11 If you just stated that you got you got an MA and took the Toefl you may find you are getting about 6-8 points, or told to take the IELTs if you filed before April/10
