Yes, your Fiance/Fiancee will have to go to the Embassy as soon as he arrives. He/she gets it the same day. Please note that legal services is up to 10am only, Monday-Friday. Have him/her bring passport.
Thank you guys for your response!
Now my problem falls with the embassy, because my fiance will only be here for 10 days? Do you guys have any idea if the embassy would allow him to get a certificate if his stay will only be for 10. days only?
I have no problem with the release of our marriage license because one of the civil registrar personnel from our local town would help us with the release of our ML. plus we dont need to attend seminars already.

Getting the Legal Capacity cert has nothing to do about how long he will be in Philippines. As mentioned above, he should apply for it as soon as he arrives but take note that he should be at the embassy before 10am. He will get the cert on the same day.
Thank you so much! Now I feel relieved

Is your fiance only coming to the Philippines for 10 days for the wedding?
I just came back from Philippines (now in Canada) and the 5 weeks I used paid off. I doubt we could have done everything in 10-15 days.
