I got my PR recently and got my passport back with the stamp. My question is
1) Can I get married before I land in Canada? Will my PR be invalid as a change of circumstances if I get married before landing. Is there any other options for me.
2) Can I just land in Canada (apply my PR card) and return back to India with in 2-3 weeks to get married? If yes, what are the options for me to help my husband to come to Canada.
Any help would be greatly appreciated. Thanks in advance.

Once you land, you cannot add your spouse to your application and will have to sponsor your spouse.
You need to raise a CSE once you're married before you land. your visa will be cancelled and then a new PPR and visa will be issued for you and your spouse.

My COPR expires in JULY. My husband's file is not yet started. So, even If i wanted to file his application I need to start from the beginning which would put my PR visa in risk.
what could be the issue I would be facing if I wanted to sponsor the spouse? I know it would take little longer for processing. but is there a way for my husband to come stay with me in Canada by any chance.

You're welcome. Does he have enough points on his own ? If not, then the score would be recalculated and as long as your new score is still above the threshold, only his security and criminality would have to be done by IRCC. Of course, PCC and medical would have to be done for him.

No. If you marry after your application has been approved only your spouse's medicals & PCC will be requested. No IELTS or ECA needed. That's your best option. For sponsorship you'll have to ensure you have a minimum amount when you get to Canada and the process takes 12 months.
So if you get married this month you can add your spouse easily and probably get a new PPR by July. Just ensure you communicate with CIC.
If you spouse can start the PR process on his own, then you can land and he'll apply as sponse non accompanying.

Wes eval is a must if he were to apply on his own.
I discourage you from having your PR card mailed, you can get a PRTD instead. You can go back to marry him but you will only be able to sponsor him then which has lots of requirements.
Visiting visa wouldn't be so easy because you're a PR and he would have to prove that he will go back to his country after the visit. But, you can sponsor him once you fulfill all the requirements for that.

And, what is this spouse non accompanying? He could start his process on his own where I would also helping him in applying. Could you please give me any link that is related to this. I didn't know about this process.
