"Make a Request" section appearing in MyCIC - a good sign?

I applied for a study permit online on September 21st. I'm visa exempt. After that, I've checked MyCIC a couple of times, but haven't received any messages there except the Submission Confirmation I got right after submitting the application. At the MyCIC main page, after logging in, the section "What would you like to do today?" consists of a link to apply online and the "Completed" section which includes info about my application. However, the last time I logged in, I could've sworn that it didn't include a "Make a Request" section, with a link to "OCWP - Request an EVN or a Transfer of Eligibility Verification". But now that section with that link is there. Since I have a link to do something regarding an OCWP, does it mean that I might be receiving the news about an approved study permit soon? Or is my memory failing me, and that link has been there all the time after submitting the application?
