Mailing issue with Canada post

I have to submit my passport for PR Visa to
Canadian Consulate General (RFV)
Immigration Regional Program Centre
P.O. Box 660
Fort Erie, Ontario
L2A 6R6

Because I am in Canada. This above address is a Canada Post and it is near to my house. I went directly to submit the passport and got my acknowledgment receipt with the tracking number. Later when I tracked
It says

My question is when I submitted my passport to the fort Erie address then why did it go to Stoney Creek.
