mailing address is closed

i sent my application to the address written in the guide 7000 about one week ago

Or by courier for all categories:
Citizenship and Immigration Canada
Federal Skilled Worker
NOC Category, Offer of Arranged Employment category or PhD category
Primary NOC 2011 Code: XXXX
49 Dorchester Street
Sydney, NS
B1P 5Z2
Canada

yesterday i got a message from courier company "DHL" that "shipment has been attempted for delivery on 21st of April, 2014 but the Facility that the Shipment was heading to, was Closed."

why it is closed ?
did i send to wrong address? did they change add ? or may be it is a vacation in this place ??
