i have done my graduation in electrical engg with 63%(have 8 backlogs).
10th - 81%
12th - 64%
IELTS - 6.

so which college or university is good according to my profile for m.s in electrical/electronics?

You have very less changes in colllages because your IELTS score is less than 6.5. They require minimum of 6.5 bands.
