Low score of CRS and IELSTS am I eligible to apply for Canada PR?

Hello folks,
My CRS score is 372 and my details IELSTS score is as below: L: 7.5 R: 5.5 W: 5.5 S:6.0
My agent is saying I am not eligible to apply for PR , don't I have other options to apply for PR without Express entry?
Please guide me..

There is no chance you will get Express Entry.

Your only other option is PNP, but that depends on your NOC and how well you score with the provinces you apply for, but based on your CRS score your chances appear very dim.
