I think your chances are pretty much zero with those marks. You don't look like a genuine / serious student. I would recommend you complete at least an additional year of schooling in your home country and achieve much higher grades before you think about applying for a study permit to Canada.
Means, if I do any one year course in India, which are available after grade 12 and get good score then my 12th Grade result will not effect the visa chances.

Next to zero with these marks. I would recommend to give your +2 exams again because even if you do some course after this Embassy will consider your +2 marks
You should appear for your 12th again. After seeing your 12th score, visa officer will not even look at anything else. Your IELTS score is also not good. Need atleast 6 in each band.
Dear, in my opinion, take the admission for next class, like B.A/B.Sc. etc. and i applied for your visa for Canada as well. So, if your visa denied then you can proceed your education in your home country without wasting any time. Moreover, The Final Decision is from VO, sometimes students with low grades granted the Visa & get rejected by some students with v.good profiles, although luck matters everywhere as well.

Partially disagreed with the sentence that visa officer not even look. Visa officer will not deny the visa only on the basis of low academic grades, a number of other factors also involved. If you are good in other factors like, financial coverage, ties to home country, travel history etc. & a good SOP then there are visa chances.

This will be covered in SOP/Letter of explanation, It may happened due to some unavoidable reasons, sickness etc. Finally, If luck & commitment to achieve your goal is there then everything is possible.
I have been various consultant today and they advice me, we can prepare you 12th Grade mark sheet with good grade (Bogus one) and apply for visas and ask me hefty amount.
They also promised me visas.
