I have lost my pr card with my wallet and all other cards yesterday and,
the expiration date of my pr card is in May 2017 but I still don't meet the residency requirements yet. 400 days left to meet the requirements.
My questions here are,
Can I apply for a new pr card ? If so,
How long does it take to receive the new one?
And am I going to get the new pr card with the same expiration date of the old card or with a new expiration date?

It takes upto 6 months for a replacement.
New PR card will again have a validity of 5 years.
Since you are not going to meet the residency obligation, applying for a PR card will trigger RO validation and you will most likely lose your PR status.

Since we don't know how long you have been in Canada from your original post, and you still have 14 months on your card, I don't think we can make the assumption you are going to loose your status.
In case you are sure that by adding all the remaining days of validity of your lost PR card, you will be able to meet RO, then you can go ahead and request renewal. My answer was based on assumption that you are not confident of meeting RO by the original expiry date of the card.
