Need a suggestion.
I worked in Toronto, Ontario between 2016 -2018
Returned to India on Jan 2018
I applied for PR. Got AOR on 4Nov2018 and received MEP on 30Nov2018
Now my company again planning to send me to Toronto in Work permit
My question is whether my visit to Toronto in the middle of PR process will affect my application and force CIC to refuse my application due to the location change?
Or can I raise CSE for the same, to intimate my current location to CIC?

Your change of address, or your re-locating to Canada will have no impact on the processing of your PR application. After you move, send a CSE and inform IRCC of the change of address. Your LVO will be CPC-Ottawa after you move to Canada.

I only planned to move Toronto, my 2 dependents will stay in India
Whether VO will be different for me and my dependents?
Will IRCC accept my passport from Toronto and my dependant's passport from India if in case if I received PPR in near future?

Yes. when you receive your PPR, inform IRCC that you are in Canada (if not already done, which you should), and your dependents are in India so they may be permitted to submit their passport at NDVO. IRCC will send you a new set of instructions for NDVO.
