Local Police station or FBI report

Hi there,
Will someone please tell me from the above which is required for express entry documents .

My son has stayed in the USA for around 7 months on a j1 visa ( which was valid for one year) .
Is the FBI fingerprint report mandatory or the he can submit a local police station report?
How long does it take to get one. Currently my son is a resident of UAE!

Also he did stay in Spain on an internship for around 6 months, would he require a good conduct certificate from Spain ? In his six month stay in Spain, he did visit other European countries on short visits?

I don't know his age, whether he spent 6 months in a row in those countries or other pieces of information that would help me state whether he needs those police certificates.

I don’t have additional information on the Spanish PCC unfortunately.

Ref to delpiero07, he did stay in the USA for around 7 months( continous stay) .!

he did stay for around 6 months in spain but did visit other schengen european countries for a week on short visits within the six months. so there was a break and not continous.. He is 25 years of age.
