I'm not sure what you mean by this. The public policy ends on February 28th. IRCC can certainly extend that policy. They have made no announcement about this to date. If they make no announcement and/or do not extend the policy, then the previous rules will once again apply which require the application to be processed through a visa office outside of Canada.

Less than a week away with no announcement of extension so right now ends next week. The policy was announced in august 2020 when borders were closed and was supposed to end in 2022 but was extended until next week. Usually any extensions are posted well in advance.
They don’t have to announce anything. The public policy is up to 2023-02-28. If they don’t extend it , it’ll automatically revert to the rules of the original policy
