I dont know if this is the right section to post but I want to know the answer to one question.
If an employer is willing to do LMIA and you get positive LMIA but you dont have 1 year of experience will it still count for 600 points?
Is there any other options it will be counted if not for CEC?
Or do you need 1 year of experience before they count 600 points for LMIA?

Does your first question make sense to you? Why would they count 1 year of experience when you don't have it?
And yes there are more options once you get your LMIA. Look into skilled worker stream or PNP (provincial nominee programmes)
You don't need 1 year of experience before they count your LMIA points. These are two separate factors that will complement each other, but they work by their own just fine.
One of my friend is a QA in IT and works for one fo the Canadian IT comapnay.
He got the job offer and positive LMIA for Software Developer job. He cracked the interview well and got the job.
Now, can he apply for his immigration based on LMIA valid job of software developer though he has one year of QA experience ?

Sadly, you are probably right. First, you must be eligible for CEC or FSW, and you can apply under EE. Second, the order that CIC choose from the pool is "highest score first serve" instead of "first come first serve". So LMIA would help you greatly on the second step, but you have to meet the requirements of the first step first.
EE is a method to choose applicants, not the requirement of eligibility.
