It may lead to PR if they meet the minimum criteria of a program and can score enough points. This certainly won't guarantee PR. The catch would be that this isn't an in-demand occupation so PNP may not be possible which means they would need to score enough points to be selected through EE. Depends on the province they will be working in and many other factors such as their age, level of education, language abilities, etc.

Thanks for your reply and Good point. This is a projection only. Person will start working soon. If he works with this back ground for 1 year , with all the other criterias such as language, education,sibling , will you say EE will be the route to go for PR ? since PNP may not be possible

Agreed, things are so fluid with immigration nowadays.
One more doubt, for an LMIA exempt job offer ,the employer is paying less than the median wage ,will that be a concern later on ? Currently median wage is $27, offer is for $20
