I am a US citizen and was married in Canada in 2009 but had resided with my husband for 2 years prior and then 10 more years after marrying on his Canadian registered boat, cruising outside of Canada. Now we are living in Hawaii where we bought property and built a home since 2017. He has a green card. We now want to move to Canada and I want to become a Canadian citizen. I wonder how much of my time with my husband both on our boat and in our home qualifies for some time towards residency and/or citizenship. Can I proceed to accomplish some of this paperwork ahead of traveling to Canada?

It will probably all count towards the residency requirement for PR.
None of it will count towards citizenship. Once you return to Canada, you will need to physically live in Canada for 3 years before you will qualify to apply for citizenship.
You need to be in Canada to renew your PR card. There's nothing you can submit while outside of Canada.

Did your husband ever apply to sponsor you to become permeant resident of Canada? If not, that's his first step. (assuming that he is a Canadian citizen)
Read up on family class sponsorship. For the ease of travelling across the border, apply as "outland".
