Letters of Support Signatures/Notory

Hi there. This might be a dumb question but I guess I want to find out for sure.

For the support letters I am going to assume they need to be signed by the person and sent back as a scan. Correct me if I am wrong as I figured that without signatures it would be kind of useless.

What about having them notarized here in the Philippines?

Signatures yes. No notaries etc if in English or French.

Thanks. Would having them send me a picture of the signature and imposing it on the letter be acceptable? Probably not would need for them to resend with a scanned signature included note as some of mine didn't include that. or a digital signature. I guess it can be signed and then I could simply print a picture of the signed letter ?
