It is advisable to have job duty reference letters from past employers and if you cannot obtain them definitely provide a cover letter to explain what you did to get one. If it is a job that is unrelated to the NOC and you have four solid years of employment that count with a job duty reference letter and assorted documents for support, then I wonder how much importance would be placed on any other reference letters???

I provided experience letters of my non relevant older job, but without any details of job duties. Relevant job obviously a letter with full JD. It worked for me
