No. We are FSW Outland, and we have been rejected on first EE ITA due to incomplete application. We have both marked YES as answers to statutory questions, and we have received Sch A requests too. 3 days after submission we have received 2nd AOR, and last week we got PPR.
Just print it, fill the forms, explain everything regarding visa, leave no gaps anywhere and sign it - it is possible that they need signed statement since it is hard to do background check in certain countries. Then scan it and upload.

Did CIC asked you to submit any additional document? If no, than just submit what they are asking for. You don't need to submit detailed and documented explanation for any previous visa refusal unless CIC is asking for it. Visa refusal is not a crime and CIC will not penalize you for that.
Than just fill sch A, put V in appropriate boxes and write type and country of refused visa. You may also mention in short the reason for refusal if you have such. Don't leave empty fields in the form. If something is not applicable to you just write "none".
Update: I opened the latest version of sch A and it seems that it doesn't have text box for visa refusal details anymore. So just put V in appropriate boxes.

our BG never went to In Process before we have received PPR, and both ECAS and MyCIC are still In Process and not Decision Made. We also have not paid RPRF upfront, but we have sent receipt together with passports and photos, as we were instructed in received MyCIC message.
